When Dr. Jack Johnston of the Beaumont Bone and Joint Institute walks into his office at 2501 Jimmy Johnson Boulevard in Port Arthur, probably what will surprise first-time patients the most is the footwear selection of the physician. Don’t expect to see traditional, white hospital shoes when Dr. Johnston enters the exam room.

In the spring of 1970, at the Student American Medical Association – renamed American Medical Student Association in 1975 – I was elected the first chairman of the OSR. The first national meeting of the OSR was held in December 1971.

I sat on the deck here in Kemah and looked out over the Dickinson Bayou, a scenic part of Galveston Bay. The water was peaceful and smooth, the sky was blue, and the fish were jumping. Just recently, NOAA Fisheries opted to give recreational anglers a nine-day red snapper season that left anglers along the entire Gulf Coast red in the face with frustration.

Based on the annual catch targets and accounting for the red snapper harvest in state waters outside the federal season, the federal season for the private angling component will be nine days, and the federal season for the federally permitted for-hire boats will be 46 days. The commercial red snapper season runs year-round using its privatized catch share system.
