The Beaumont City Council approved a resolution awarding a $2.2 million contract to Allco Construction for the construction of four open-air tennis courts, four covered tennis courts and a viewing loggia at the Beaumont Municipal Athletic Complex, 6455 College St. This is the final phase of tennis complex upgrades, which included the construction of eight new courts in 2010 and a tennis clubhouse.
Three other companies besides Allco submitted proposals for the project — Brystar Construction, H.B. Neild Construction and N & T Construction Company.
Allco’s design team includes Burditt Land and Placement Consultants of Conroe, Hellas Sports Construction of Austin and Allco Construction of Beaumont. City of Beaumont staff reviewed and ranked each proposal’s technical approach as well as their experience, the city council agenda states. Following an in person interview with their team, staff determined that Allco provided the most qualified team for the project.
City of Beaumont staff will now begin working with the Allco team to design the court cover, tennis courts and loggia. Allco was awarded the contract for the construction of the new tennis clubhouse, as well, which began Jan. 29, 2014.
Allco plans to have the project completed in seven months, the City Council agenda states.
“I cannot express how pleased I am and how important this is to our community,” said Ward 2 councilmember Mike Getz. “I believe these courts will greatly enhance our community and our opportunity to attract tennis tournaments from around the state.”
City Council also approved an approximate $6.6 million contract to N&T Construction Company, the low-bidder, for the construction of the new Beaumont Public Health Facility.
For the project, the city utilized funds from the Texas Community Development Block Grant, which was awarded to areas impacted by Hurricane Ike. The supplemental disaster grant is in the amount of approximately $6.7 million. Engineering and project management fees were also included in this total. The balance of grant funds available for construction total approximately $5.8 million. The remaining balance of $797,400 was paid for using the Capital Program, the City Council agenda states.
The 30,000-square-foot facility will be constructed on property owned by the city at 3040 College St. The building currently on this site is the former Texas National Guard Armory, which will be demolished, the agenda states.
The new health facility will include Health and EMS offices, a Women’s Infants and Children (WIC) clinic, an immunization clinic, tuberculosis clinic, sexually transmitted disease clinic, and offices for environmental health and vital statistics. The facility will also have meeting and conference rooms, waiting rooms, employee break rooms and storage for bulk medical supplies. A back-up generator will power the building’s critical areas in the event of a power failure.
The project is scheduled to be completed in 425 days. In addition, the contractor will be required to hire low-income individuals to comply with the City’s Section 3 policy, which states that recipients of certain HUD financial assistance, to the greatest extent feasible, provide job training, employment and contracting opportunities for low or very-low income residents in connection with projects and activities in their neighborhoods.
