Port Neches man incarcerated for murder of Port Arthur resident

On September 29, 2015, Port Arthur police were dispatched to 4200 Gulfway in reference to a man down. Subsequent investigation revealed the man, identified as 42 year old Port Arthur resident Michael Paul Blanchard, had been murdered. 

PAPD discovered Blanchard had been shot several times. Investigators developed probable cause to believe a 19 year old Port Neches resident identified as Logan Wayne Carter was responsible for Blanchard's death. A warrant was sought and obtained for the arrest of Logan Wayne Carter, signed by Justice of the Peace Marc Derouen. Carter was incarcerated in the Jefferson County jail on the murder warrant.
