Special needs child drowns in Port Arthur; CPS, police investigating

Texas Child Protective Services (CPS) personnel and detectives with the Port Arthur Police Department (PAPD) are investigating the apparent drowning death of a special needs child that occurred July 2, PAPD reports. 

According to a news release, officers and firefighters responded to the Valley View Estates in the 5800 block of Twin City Highway in Port Arthur in reference to an unresponsive child. Upon arrival at the location, officers discovered a special needs child unconscious and unresponsive. The child was transported to the Medical Center of Southeast Texas and pronounced deceased at 12:55 p.m.

Judge Tom Gilliam ordered an autopsy, and police said the apparent cause of death is drowning. CPS was notified, a requirement in such situations, and are assisting detectives with the investigation.
