A Jefferson County jury found former City of Port Arthur Water Utilities Distribution Maintenance Supervisor Joseph Soliz guilty on six counts of theft of metal by a public servant on Dec. 14 for stealing more than 8 tons – 16,000 pounds – of city-owned metals during his tenure there.

The former city of Port Arthur Water Meter Services Department Supervisor, 57-year-old Robert Leblanc, was arrested and formally charged Jan. 5 by the Jefferson County District Attorney's Office.

Leblanc is charged with five counts of theft by a public servant involving 21 incidents of metal theft, each charge being a third-degree felony offense. The stolen metal were water meter parts belonging to the city of Port Arthur. Bond was set at $60,000.
