The Port Arthur Police Department (PAPD) reported two drug arrests during which officers confiscated several pounds of multiple drugs.

According to an Oct. 15 news release, PAPD officers conducted a traffic stop for a traffic violation in the 2200 block of Highway 73. During the course of the traffic stop, the officer deployed his department-issued K9 partner to sniff the exterior of the vehicle, in which the officer alerted on the presence of a narcotic odor.

Officers then conducted a search of the vehicle driven by 26-year-old Kandavia Duncan and found a black duffel bag emblazoned with Bucc-ee’s famous beaver filled with 15 pounds of cocaine. The bag also contained a .357 revolver. Duncan was arrested for the manufacturing/delivery of a controlled substance of more than 1, but fewer than 400 grams.

Monday, Oct. 18, PAPD’s SWAT team executed a search warrant on 9th Street for the discovery of cocaine.

During the search, officers recovered approximately 230 grams of a white powdery substance and two firearms, along with a 50-round drum magazine. Additionally, officers discovered more than 400 grams of Xanax and a large amount of marijuana. The white powdery substance tested positive for cocaine.

The suspect named in the warrant, identified as 24-year-old Robert Cuellar, was on scene at the time of the search. Officers arrested Cuellar for possession of a controlled substance and transported him to the Jefferson County Correctional Facility.
