Hardin County commissioners approved updated interlocal agreement with SETRRS

The Hardin County Commissioners Court unanimously approved an updated stakeholder interlocal agreement with the Southeast Texas Regional Radio System (SETRRS) during their May 24 meeting. 
According to Emergency Management Coordinator Aaron Tupper, the updated agreement adds the creation of an executive committee, as well as updates system management and coordinator. 
The stakeholders include Beaumont, Port Arthur, Port Neches, Groves and Orange, along with Jefferson, Hardin and Orange counties, and the Texas Department of Public Safety.
The new agreement replaces all existing interlock agreements, amendments and understandings that currently exist between the aforementioned entities as they relate to ownership, management, future updates, future membership, maintenance, management, and operation of the SETRRS 800/700 MHz trunked radio system.
The term of the agreement is five years upon execution of officials. If no action is taken to end the agreement, it will automatically renew for an additional three years.
In October 2000, Beaumont authorized the purchase of an 800 MHz trunk radio communication system, consisting of software,
communications equipment infrastructure, mobile and portable units, project management and warranty through the Houston-Galveston Area Council for a cost of $2,258,674.55.
In July 2003, the Jefferson County Commissioners Court approved the purchase of a countywide 800 MHz s truck radio system.
Hardin County approved to purchase of a radio tower for the radio system.
Orange County, the City of Orange and Texas DPS purchased the system.
Also, the court approved an H-GAC Communications Systems and Service agreement with Motorola to purchase, install and program an MCC 7500 dispatch console ($64,475), subscriber radios ($1,520,081), APX 8500 Consolettes in dispatch ($55,026) and APX 800 radios ($90,480), The total cost is $1,730,162 which will be paid utilizing American Rescue Plan Act (ARPA) funding that was approved by Feb. 8.
Commissioners approved a professional services agreement with Whitely Oliver Engineering, LLC, for engineering and construction services associated with the drainage improvement project to include the reshaping and concrete lining of approximately 1,215 linear feet of existing earthen ditch located at the intersection of U.S. 69 /FM 3513/Mitchell Road and adjacent to the Parkway Life Church. 
The total project cost not to exceed $1,100,000 will be paid utilizing ARPA funding as approved by Commissioners Court on Feb. 8.
County Clerk Connie Becton’s request for the county to pay two Hart Intercivic invoices totaling $16,260 for annual software licenses and support renewals for poll pad ($5.252) and Verity election equipment ($11,008) was approved. The court also approved transferring $9,152 from Supplies to Software License/Support.
The court approved Precinct 2 Commissioner Chris Kirkendall’s request for the county to execute an easement with ThreeTree Southern Growth, LLC for a 0.057-acre right-of-way for the bridge replacement project on Old Bragg Road, located in the Honey Island community.
Commissioners approved a job description for a health intern at $18 per hour for the summer semester as requested by Health Director Sharon Whitley. Whitley noted the position is 100-percent grant-funded and the internship is from June 1 through Aug. 31.
Also at the meeting, a resolution was adopted recognizing Sherred Thomas for 30 years of service and her retirement as assistant chief deputy for the Hardin County Tax Office.
