Friday afternoon, Jan. 21, officers from the Port Arthur Police Department responded to the Normandy Apartments, 3800 Normandy Ave., to exact a welfare check on a man reportedly slumped over the steering wheel of a vehicle parked at the property.

Officers arrived and located the victim, who was unresponsive and reportedly appeared to have suffered a gunshot wound. Justice of the Peace Marc Derouen has ordered an autopsy.

Once the family was notified, so was the community. The victim, 34-year-old Marcus Allen Freeman, is identified as the brother of former Port Arthur Mayor Derrick Freeman.
