Port Arthur Police Department (PAPD) officers and Texas Department of Transportation officials are shutting down eastbound Highway 73 in the 4900 block for two to three hours starting at 8 a.m. on Saturday, June 11, in order for officers with PAPD and the Groves City Marshal's office to reconstruct an accident that happened several days ago, PAPD reports.
